From 24 February 2025, Coventry City Council award contracts based on either price or Most Advantageous Tender (MAT)
When we award on price, the evaluation is usually based on the lowest overall price (exceptions include but are not limited to; Concessions or Auctions). However, under a MAT criteria, price, quality and other considerations such as social value are evaluated. In some instances, the lowest price is not always the most advantageous and therefore may not be the winning bid.
