How we decide

Coventry City Council award contracts based on either price or Most Economic Advantageous Tender (MEAT)

When we award on price, the evaluation is usually based on the lowest overall price (exceptions include but are not limited to; Concessions or Auctions). However, under a MEAT criteria, both the price and quality are evaluated. In some instances, the lowest price is not always the most economically advantageous and therefore may not be the winning bid.
